Budget

·Albemarle County School Board unanimously approved a $151.7 million
funding request for 2008-'09

·The funding request is a 2.57% increase over the 2007-'08
operational budget

·Revenues from all sources (federal, state, and local) are increasing
by only 1.68% (this number could change)

·The funding request is $1.3 million more than the revenues that are
expected to be available at this time

·Options to deal with the revenue shortfall include:

·Teacher salary increase of 3% instead of 4%

·Decrease the number of school counselors - less support for career
counseling services in high schools

·Middle School Redistricting to more efficiently use the available
classroom space

·Have small elementary schools share a principal

·Larger class sizes in the elementary, middle and high schools

·Elimination of new textbooks

·Elimination of under-enrolled electives in the middle and high
schools (for example world languages)

·Elimination of the Strings program

·Charging to participate in athletic programs

·Charging for school bus transportation

·There are cuts of $400,000 in central office expenditures (on top of
$200,000 last year) and $500,000 in transportation expenditures

·The merit pool for classified staff was lowered from a 4.35%
increase to a 3.35% increase

·The lowest paid classified staff are not receiving a "living wage"

·The funding request includes $200,000 for research and development
of an International Baccalaureate (IB) program as well as a specialty
science center. (This was one of the recommendations from the
Resource Utilization study.)

·There is an 8% increase in costs for health care insurance and a 6%
increase in costs for dental insurance

·Spending per student is $11,064, of which 75% is instructional expense

·Increase in the number of special needs students and ESOL (English
as a Second or Other Language) students

·Increased fuel cost for buses

·The current property tax rate is $0.68 per $100 assessed value which
was set last year after the Board of Supervisors lowered the rate
from $0.74. Revenue from general property taxes, which include real
estate and personal property taxes, are down 0.1%.

·The Board of Supervisors must advertise a tax rate no later than
March 26 (7 days before the April 2nd Public Hearing).

·I hope that you will support the School Board's funding request of
$151.7 million so the options which are listed above to help address
the revenue shortfall do not become a reality.

If you cannot attend the Public Meetings listed below please take the
time to contact the Board of Supervisors. You will find all of the
contact information below. You can email, call, fax or write but
they need to hear from you!!

Electronic Notification System

Electronic Notification System Contact for Change Requests
Adjustment protocol: We have had a number of change requests which
have come in after recent alerts/messages. Some users have received
our messages in error and wish to be removed from the system, parents

requests are corrections to previously provided data.
In future messages, a notice inserted in outgoing alerts will
indicate that any change requests for the Electronic Notification
System (ParentLink) should be directed to the school office. The
requested changes should be made by the Student Information System
(SASI) contact at the school as soon as possible to avoid further
complications.
