Albemarle County Public School Budget
I will try to briefly share where things currently stand with the
Budget. The School Board Budget request that was unanimously
approved on Feb 7 of $151.7 million will require approximately $1.45
million additional revenues to be fully fund. This number is pending
the approval of Mr. Tucker's proposal to the Board of Supervisors to
redirect $0.01 (total of approximately $849,000) of the Capital
Improvement Project (CIP) to operational expenses. If the Board of
Supervisors does not approve the redirection of funds then the School
Board Funding Request would require approximately $2.3 million in
additional revenues. The Board of Supervisors could also choose to
provide additional revenues to the School Division.
The School Board has three tiers of expense reduction depending on
the amount of local revenues made available by the Board of Supervisors.
Scenario #1 - Revenue shortfall of $2.3 million
Increase class size at the middle and high schools
Cuts of K-1 teaching assistants
Elimination of under-enrolled electives (world languages and strings)
Elimination of 3 high school guidance counselors
Elimination of technology support analyst
Elimination of 1 math specialist
Other reductions include buying fewer textbooks, not replacing old
computers and providing no inflation increase in school budgets
Charge a building rental fee
Scenario #2 - Revenue shortfall of $1.45 million
Elimination of under-enrolled electives (world languages and strings)
Elimination of 1 high school guidance counselors
Elimination of technology support analyst
Other reductions include buying fewer textbooks, not replacing old
computers and providing no inflation increase in school budgets
Charge a building rental fee
Scenario #3 - Revenue shortfall of $0.5 million
Elimination of under-enrolled electives (world languages and strings)
Charge a building rental fee
(You can view detailed charts of each of these scenarios by opening
the attachment at the bottom of this email.)
Tax Rates: Local property taxes account for 40% of our entire County
budget. Currently, the real estate property tax rate is $0.68 per
$100 of assessed value. Since 1983, Albemarle County has transferred
$0.10 per $100 of this collected tax to the City of Charlottesville
per a revenue sharing agreement between the jurisdictions, so the
County funds its operations on a net property tax rate of $0.58.
The Board of Supervisors will select a tax rate to advertise on March
19. This tax rate can be higher or lower than the current $0.68 per
$100 of assessed value. Once the tax rate has been advertised the
Board of Supervisors may still lower the tax rate but it may not be
raised. The Board of Supervisors will set the tax rate on April 9.
I hope that you will support the School Board's funding request of
$151.7 million.
The Board of Supervisors' has a public hearing scheduled for
Wednesday, March 5th at 6 PM in Lane Auditorium of the County Office
Building. Parent Council has partnered with the Albemarle Education
Association (AEA) to provide pizza, and refreshments prior to the
public hearing in Room 246 (around the corner from the Auditorium) at
5:30pm. You may sign up to speak beginning at 5 PM.
