Parent Council
September 7, 2004
Minutes

Present:  Dee Walsh, Karen Collier, Shelley Payne, Joe Abbate, Laura
Laffond, Stacy Walker, Philip Harris, Tom Pajewski, Bernardette Hearns, Jody
Hesler, Chip Deale, Meredith Noble, Don Bergstresser, Craig Wilson, Dan
Dunsmore, Jim Stern, Laura Craft, Monica Pawinski, Diantha McKeel, Ron
Price, Steele Howen

1)                Chip Deale, the President, welcomed those present and
discussed the objectives for the Parent Council.  The members introduced
themselves and told about their school and goals for their organizations.
2)                State of the School – Diantha McKeel and Steele Howen.
a)                A welcome letter from Dr. Castner was distributed.
b)                We currently have a communications committee in place to
make and implement a communications plan for the county.  Lisa Moorefield
will serve on this committee for the Parent Council.  The community can now
sign up for a-mail to get electronic bulletins about the county.  There is a
sign up link on the Albemarle County Schools web page.
c)                A summary of Board Priorities was distributed and reviewed
by Diantha McKeel, Board Chairperson.  These priorities serve as a driver of
initiatives for the school system.  For example last year compensation was
board priority and for the 2004-05 school year raises between 10-12% for
teachers and 7-8% for those recruited from outside of the division were
implemented.  These raises were integral to attracting a stronger candidate
pool.
d)                Albemarle County Public Schools is currently developing a
Strategic Plan for the next 5 years.  An outside facilitator is working with
focus groups and a planning committee.  This plan will be an umbrella for
developing future Board Priorities.  Parent Council is connected to this
process.  Chip Deale is serving on the planning committee.
e)                There is a focus this year on engagement for students,
adults who work with the students and community members.  Student
achievement is at an all time high.  There are many initiatives this year to
continue to improve our systems to maximize our students learning.
f)                Diane Behrens is convening a long-range
planning/redistricting committee this fall.  Applications to serve on the
committee are in the schools.
g)                Safety in the schools was discussed.  There are many
layers of security to be sure our students are safe.  We work with the
county police, each school has a crisis plan and do yearly safety audits of
the school.
h)                A handout about financial matters was distributed.  There
will be discussion on this at the next meeting.
3)                Ron Price and Shelley Payne introduced themselves as
co-chairs of community activities and communications respectively.  Ron will
work with the Day of Caring and Make a Difference Day.  Shelley will see
that the Parent Council website gets off the ground.   She would like
assistance with content.  Parent Council has two e-mail lists:  Parent
Council News and Parent Council Discuss.  Parent Council News is for
announcements and news related to Parent Council.  Anyone can subscribe to
Parent Council News and Parent Council Reps are encouraged to have their PTO
Officers subscribe.  Items for Parent Council News can be submitted to
Shelley Payne at shp at alumni.virginia.edu.  Parent Council Discuss is a
discussion list solely for current Parent Council representatives and their
alternates.  Any member of Parent Council can send messages to the entire
Parent Council group by addressing their messages to
ParentCouncil at listserv.bnsi.net.
4)                Al Hughes has moved and we are looking for a president
elect.  We will need to vote on the position.  Let Chip know if you would
like to be considered for this.
5)                Equity and Diversity – Charlene Green assists with issues
related to culture.  Each school has a diversity resource teacher who can
assist with any issues.  We have about 20% minority students with 13% being
African American, 7% Hispanic and Asian.  Different cultures, socio-economic
background mix in the schools.  We are a very diverse community and our job
is to educate parents and students to respect differences.  Charlene handed
out an application for the Equity and Diversity committee, a list of
religious and cultural observances, and a list of the diversity resource
teachers.
6)                June Smith discussed “Make a Difference Day”.  June’s job
now is character education, service learning, and community service.  Make a
Difference Day is October 23, 2004.  This is problematic this year because
of the school calendar.  Every school decides what the project will be.
Please get June Smith the name of the school contact.  This year June has a
lot of contacts with U.VA.  The U.VA students will assist our students to
help organize their projects.  Two projects are the computer recycling Day
and the eyeglass and cell phone collection.  Other projects are listed as
well as the Habitat for Humanity project by the Youth United Group.  Contact

on any of the projects.  Schools can adopt more than 1 project.
7)                Housekeeping
a)                Email Shelly Payne to subscribe to Parent News. (at
shp at alumni.virginia.edu)
b)                Technology advisory committee representative needed.  Tom
Pajewski is interested in serving.
c)                Stacey Walker will serve on the calendar committee.
d)                At large parent council members – These people do not have
to be parents.  Give suggestions to Steele Howen.
e)                Voluntary contributions – This was not done in 2003-04.
For 2004-05 please consider a contribution from the school’s PTO to the
parent council.
f)                Meeting date will be collected and distributed.
8)                Program Ideas
a)                October – finance – Jackson Zimmerman
b)                Others – School buses/transportation – activities
c)                School climate (bullying, etc.)
d)                Before/After school exposures
e)                Fine arts cultural events
f)                Innovations in Education/Excellence
g)                Shannon-Golden Apple
h)                Nutrition – Time for lunch – obesity
i)                Local best practice – parent & family
j)                Engagement – involvement SEL
k)                Health Department regulations for food service by PTO’s
l)                Internet and children – Police department or sheriff’s
department
m)                Community resource
n)                Joint city, co-meeting – Education foundation
9)                Next meeting will be October 5.  Each representative is
invited to bring their PTO treasurer or fundraising chair to the next
meeting.  Jackson Zimmerman, Executive Director of Fiscal Services, will be
present to answer questions about fundraising.

3. “Students Make a Difference Day” Media Kickoff October 5

Please join us to Kick-off Albemarle County Public Schools “STUDENTS MAKE A
DIFFERENCE DAY,” Sponsored by Albemarle County Schools Parents Council on
Tuesday, October 5, 2004 at 12:30 p.m. at the Albemarle County Office
Building Front Steps (Rain location: main lobby).  The Proclamation
Presentation will be made by Dr. Kevin Castner, Superintendent, Albemarle
County Schools.

Please join us as each of the county’s schools finalize planning for this
nationwide day devoted to community service on October 23, 2004.  Albemarle
County Public Schools were one of ten national award winners (out of 4,000
entries) in the 2002 Make A Difference Day annual challenge sponsored by USA
Weekend magazine, Paul Newman and Newman’s Own, Inc., and the Points of
Light Foundation.
