[RRC] New RRC Bylaws

To All Members of Rivanna Rowing:

Over the past year or so, I have led a collaborative effort to 
redraft the RRC by-laws.  This turned out to be much more complicated 
than anyone could imagine.  But thanks to the help of many people, we 
are almost there.

I started the process, then Gunda Meissner and Xing Liu stepped in 
with many helpful ideas.  Gunda made the particularly good suggestion 
that we use/develop a plain language document that avoided legalese, 
and she found a model online that we developed further.  Then Tom 
Jones and I worked it all over.  Then the draft went to David 
Kudravetz for a legal review -- many thanks to David for providing 
RRC with this important service.  Finally, Mary Maher and the current 
board have added their suggestions.  So we now have a well-examined 
document that improves in many ways on our current bylaws.  My thanks 
to all who have contributed.

The draft bylaws are attached to this message as a Word document; I 
encourage all members to review them.  We sought to write a living 
document, one that would be easy to use so that it really did guide 
our affairs.

The Board has already approved the draft informally; it will come up 
for a formal vote by the board at the next board meeting (Tuesday 16 
January, at 6:30 pm at Mary Maher's house at 1838 Fendall Avenue).

If you have feedback on the document, let me suggest you follow 
either one of two paths:

--write to me privately (at jackbrown at virginia.edu), and I will 
respond.  This seems wiser than an open discussion on RRC announce -- 
because that will clutter up all our mailboxes esp if there are many 
queries on the same topic.

--come to the board meeting on Jan 16 and share your views there.
